Chuundwe Dam Development Project (CDDP)
Project Objective: To enhance water security for agricultural production, livestock development, and domestic supply in Southern Province by constructing the Chuundwe Dam and supporting integrated water resources management in the Chuundwe catchment.

Component A: Water Resources Management
Component Allocation: USD 12 Million
Sub-Activities:

Baseline hydrological and environmental assessments of the Chuundwe catchment.

Consulting services for the development of an Integrated Water Resources Management (IWRM) sub-catchment plan.

LiDAR mapping and aerial surveying of the dam basin and surrounding communities.

Supply and delivery of UAV equipment for catchment monitoring and compliance inspections.

Development of a Water Allocation and Permitting Framework under the Water Resources Management Authority (WARMA).

Flood risk zone mapping and preparation of a dam safety monitoring plan.
Component B: Water Resources Development
Component Allocation: USD 40 Million
Sub-Activities:

Construction of the Chuundwe Dam, spillway, reservoir, and associated access roads.

Development of irrigation blocks for smallholder farmers, with a focus on improving yields and climate resilience.

Drilling and equipping of community boreholes to expand rural water supply coverage.

Identification and engagement of project beneficiaries, ensuring at least 50% participation by women in water user initiatives and irrigation schemes.

Rehabilitation of downstream water abstraction points and livestock drinking facilities.
Component C: Institutional Strengthening & Capacity Building

Sub-Activities:

Establishment and training of Water User Associations (WUAs) in the Chuundwe catchment.

Strengthening local government capacity in dam safety oversight, environmental management, and water allocation.

Training programs for extension officers and community facilitators in irrigation management and water conservation.

Support for cross-border and regional water management dialogue where applicable.

Capacity building for operational staff in hydrology, dam operations, and early warning systems.
