The department is responsible for the formulation, review and implementation of water supply and sanitation policies, programs and projects in order to ensure improved health and socio-economic wellbeing of the citizens.

The Departments functions include implementing activities in rural and urban water supply and sanitation.  under the Urban Water Supply and Sanitation, the goal is to provide adequate, safe and cost-effective water supply and sanitation services with due regard to environmental protection.  Under Rural Water Supply and Sanitation, the goal is to enhance Universal access to safe, adequate and reliable Water Supply and Sanitation Services.
