The Department of Planning and Information is responsible for coordinating the development of policies and legislation that provide a strategic framework for the implementation of the Ministry’s programmes and projects. The Department also plays a critical role in monitoring and evaluating these initiatives to ensure effective delivery and accountability and continuous improvement to provide a framework for the implementation of programmes and projects. The Department also monitors and evaluate Ministry’s programmes and projects as well as activities being implemented by statutory bodies under the Ministry.
The Department has the following objectives;
- To undertake strategic planning and resource mobilization;
- To develop and maintain an integrated information management system for the water sector;

- To Monitor, Evaluate and assess the performance of the water sector in relation to set objectives;
- To facilitate liaison with cooperating partners, regional organizations, line ministries and other departments on water development programs;
- To mainstream cross-cutting issues such gender mainstreaming, HIV/AIDS, environment and Climate Change into Ministerial Programs;
- To coordinate the review of policy, policy formulation and annual budget preparation and budget performance analysis reports in consultation with all departments and grant-aided institutions;
The Department has the following functions;
- Coordinate the preparation of annual budgets to facilitate resource mobilisation;
- Coordinate and undertake socio-economic research activities relating to water resources, water supply and sanitation and sustainable environmental management to promote evidence-based policy formulation;
- Facilitate the formulation and review of Ministry’s policies and legislation to ensure that their provisions are adequate, clear and relevant;
- Monitor and evaluate the implementation of programmes, projects and policies in order to ensure attainment of set goals;
- Develop and maintain a management information system to provide information for informed decision making;
- Mainstream cross-cutting and emerging issues into Ministerial programmes to ensure equity and social inclusion;
- Facilitate the preparation of quarterly/annual reports on the Ministry’s Operations and performance;
- Facilitate the preparation of investment plans, technical assistance and project proposals for purposes of resource mobilization;
- Coordinate Parliamentary and Cabinet Business;
- Coordinate the implementation and review of the Ministry’s Strategic Plan and annual action plans;
- Facilitate liaison with co-operating partners on the Water development, water supplyand Sanitation as well as Environmental management to foster cooperation
The Department is headed by a Director, who is assisted by two (2) Chief Planners, two (2) Principal Planners, five (5) senior Planners and six (6) Planners.
The Department has two (2) Units namely:
- Policy and Budget Unit (P&B)
- Monitoring and Evaluation Unit (M&E).
